Maharashtra : Through a recent notice, the AFMC has released the instructions for the MBBS candidates who are going to join the institute this academic year. Besides, the institute has released the final merit list of the students. Armed Forces Medical College will admit 115 Boys and 30 Girls for the MBBS degree course for the 2021 session.
JOINING INSTRUCTIONS FOR ADMISSION TO MBBS COURSE AT ARMED FORCES MEDICAL COLLEGE, PUNE: 2022 SESSION
Armed Forces Medical College will admit 115 Boys and 30 Girls for the MBBS degree course for the 2022 session. The procedure for admission of selected candidates is given in subsequent paragraphs. The candidates are advised to read these instructions carefully.
MERIT LIST
The Final Merit List (select/waitlist) of successful male and female candidates will be made available on the website: www.mcc.nic.in and www.afmc.nic.in/ www.afmcdg1d.gov.in. These lists will also be displayed on the notice boards of AFMC, Pune. Candidates are advised to watch for updates on the website on a regular basis. They are also advised to strictly adhere to the dates of reporting for admission given at Para 4 below, irrespective of receipt of personal communication.

VENUE AND DATES OF REPORTING FOR ADMISSION
Admission proceedings will be held at AFMC, Pune. Candidates to report to the Reception Centre established in Admission Cell near Gate No.4 of AFMC. Entry will be through Gate No.4 only. Only parents/two guardians will be permitted to accompany the candidate.

(b) Wait list candidates reporting in excess of the number of available vacancies, on the date of reporting are advised to make themselves available daily at 08:00 AM on subsequent days for any vacancy arising till the completion of admission process. Any vacancy arising, till the completion of admission process, will be filled up the next day. Hence, candidates are advised to stay at Pune under own arrangements and report to AFMC till the completion of admission process i.e. till all vacancies for 115 boys and 30 girls are filled up. Vacancy/vacancies will be notified on a notice board daily at the “Candidates’ & Parents’ Waiting Area” near Admission Cell. The same will also be displayed and updated on the websites (www.afmc.nic.in/www.afmcdg1d.gov.in). It is important for Wait Listed Boys & Girls to note that the admission process will cease without notice after 145 seats (i.e. 115 Boys and 30 Girls) are filled. This implies that a candidate who is called for admission after 10 Nov 2022 may not be able to get a seat, if candidates above him/ her in merit fill up the vacant seats.
MEDICAL FITNESS
The candidates, although declared medically fit by the designated Medical Board at the time of Screening for MBBS Admission – 2022 session, have to undergo another medical inspection, which will be conducted by a Medical Officer, at the time of final admission to the college to rule out any obvious/ visible injury/deformity/disease that might have occurred after the Medical Board at the time of Screening.
ELIGIBILITY
Candidate should read the eligibility conditions as given in the Information Brochure for Admission to MBBS Course-2022, available on the website www.afmcdg1d.gov.in. It is the responsibility of the candidates to ascertain whether they fulfill the conditions. Maharashtra University of Health Sciences (MUHS) Nashik will decide the final eligibility and AFMC will not be responsible for any omission on part of the candidate.

Note –2:
(a) Candidates in possession of duplicate documents issued by boards/Institutions/Government offices have to produce relevant affidavits for loss of original documents.
(b) Nationality Certificate/ Domicile Certificate signed byNotary/ Gazette officer etc. is not acceptable by the Maharashtra University of Health Sciences (MUHS), Nashik.
(c) If a candidate has secured admission in any other college /Institute and has deposited the original documents mentioned at Para 7 above, and thus is not in possession of any / some documents, he/ she will be permitted for the admission process subject to the following conditions: –
(i) The candidate has to produce the original Deposit slip/ Bonafide Certificate issued by the College/ Institution where the original certificates and/or documents have been deposited.
(ii) The slip/certificate must bear the seal of the College/ Institution and signature of the appropriate authority of the College/Institution.
(iii) The candidates should possess certified true copies of the certificates/ documents that have been deposited.
(iv) The original documents/certificates must be made available within five working days from the date of reporting to AFMC.
SERVICE LIABILITY BOND AGREEMENT
Candidates admitted to AFMC for MBBS course have compulsory liability to serve as Medical Officers in the Armed Forces Medical Services (AFMS) on completion of the course. A Service Liability Bond Agreement as per specimen enclosed at Appendix ‘D’ to these instructions is required to be submitted at the time of admission. The agreement will be signed and executed by Parents/Guardians and Candidates at the time of admission. AFMC, Pune will make necessary arrangements for providing the non-judicial stamp paper of Rs 500/- (Rupees Five Hundred Only) and obtaining the signature of the Notary. The cost of the stamp paper and Notary charges will be borne by the candidates. If the candidate is a major i.e. above 18 years of age, one parent or guardian is required to sign the bond agreement apart from the candidate. If the candidate is a minor i.e. below 18 years of age, both parents and two Guardians are required to sign the bond agreement. Failure to submit the agreement at the time of admission to the college will entail cancellation of admission. The Bond Money for the candidates admitted in the year 2022 is Rs 63,00,000/- (Rupees Sixty Three Lakhs only). It is to be noted that on being declared Non Service Liability (NSL), at any point of time during the course, for any reason other than medical grounds (beyond the control of the candidate), the candidate will not be allowed to continue further studies till the payment of the Bond Money due to him/her is made. In addition to payment of the Bond Money, the cost of training, tuition fees and other charges, as applicable will also have to be paid for further period of study from the date of being declared NSL.
It is to be noted by the candidates and their parents that as per the Service Liability Bond Agreement, the candidate will not withdraw his/ her admission from the college after 04:00PM of the seventh day from the date of admission. Any candidate withdrawing from college after 04:00PM of the seventh day from the date of admission will be liable to pay the bond money at a rate proportionate to the amount of time they have trained in the institute limited to the total Bond money of Rs. 63,00,000/- (Rupees Sixty Three Lakhs only) as per the Service Liability Bond Agreement executed at the time of admission.
If a candidate, who has been granted Commission in AFMS on completion of MBBS course, applies for release from service within 7 (seven) years of grant of the said commission, and provided his/her release is sanctioned by the Government as per rules in force, he/she shall will be liable to pay the amount of the Bond Money at a rate proportionate to each year or part thereof unfulfilled liability, limited to the total Bond money of Rs 63,00,000/- (Rupees Sixty Three lakhs only).
A candidate can become Non Service Liability (NSL) on being rendered medically unfit for commission, by a Medical Board, due to any disease/ disabilitydetected at any stage during the training or prior to commissioning. However, ifhe/she is declared medically unfit due to any disease/ circumstances beyond his/ hercontrol and he/she does not refuse treatment, then he/she may be permitted tocontinue their medical education on approval of Director General of Armed ForcesMedical Services (DGAFMS) and on payment of cost of training as approved byGovernment from the day they are declared NSL. Current cost of training isRs.28,166/-per week. The cost of training may be revised in future from time to timebased on training cost approved by the Government.
CODE OF CONDUCT
Candidates admitted to AFMC will be called Medical Cadets and will be governed by the college “Code of Conduct” and a copy of the same will be issued to the candidates at the time of admission. A certificate has to be rendered at the time of admission by the candidate, countersigned by the parent and/or guardian, to the effect that the College “Code of Conduct” rules have been read and will be abided, failing which the candidate will be liable for disciplinary action.
INDEMNITY AGREEMENT
An Indemnity Agreement will be signed by the Candidate/ Parent/Guardian at the time of admission. This is a mandatory requirement in view of any injury or harm that may happen during organized sports, adventure activities, hospitalization, and use of service vehicles, during the course of training at AFMC Pune.
ADMISSION PROCEDURE
The document verification will be done to ascertain the fulfillment of eligibility criteria by the candidate. The eligibility will be based on the age, educational qualification, medical fitness and other criteria as mentioned in the Information Brochure for Admission to MBBS Course-2022.
Once the candidate is found eligible for admission, he/ she will have to deposit the requisite fees and original documents. The candidates are advised to ensure that they carry all documents as per Para 7 above. The original documents submitted by the candidate will be kept in the Dean’s Office and will not be returned to the candidate unless he or she withdraws from the College. No extra time will be given for deposition of fees or submission of documents and seat will not be kept vacant for such candidate.
LOCAL ARRANGEMENTS DURING ADMISSION
Candidates and Parents/Guardians will have to make their own arrangements for accommodation at Pune. Lodging and boarding facility will not be provided by AFMC. The admission process will be completed on the day of reporting of the candidate. Hostel accommodation will be made available immediately on completion of the admission formalities. The candidate has to join the hostel the same day. The candidate, if admitted to the College, will not be allowed to go back along with his/her Parents/Guardians. Therefore he/she is required to bring the personal belongings required for his/her hostel stay when reporting to College for admission.
ADMISSION FEES & ALLIED CHARGES
The details of the University, College, Cadet Mess fees/ charges/ deposits and AFMC Cadets Group Insurance Scheme contribution payable at the time of admission are given in Appendix ‘E’ to these instructions. Fees to be deposited in Bank Account is as per details given in Appendix ‘F’ of these instructions. The fees and other charges aresubject to periodic revision without any notice as per the directives issued by Ministry of Defence, Govt. of India.
LOCAL GUARDIAN
The College is fully residential and day scholars are not permitted. All cadets have to compulsorily stay in hostel and are not permitted to stay under their own arrangements. However, if a cadet has a relative/ local guardian residing at Pune, he/she may be permitted to spend weekends and holidays with them with prior intimation/permission. The college authorities have to be intimated about the relative/local guardian as per the Authorization of Local Guardian Form given at Appendix ‘G’ to these instructions. The form duly completed & signed by Parents & Local Guardian has to be submitted to the college at the time of admission. It may be noted that only one local guardian is permitted.
RAGGING
In compliance with judgment of Hon’ble Supreme Court of India dated 08 May 2009 in Civil Appeal No.887/2009, Medical Council of India (Prevention and Prohibition of Ragging in Medical Colleges/Institutions) Regulations, 2009 and as per the policy of MUHS, Nasik ragging in AFMC in any form is strictly prohibited and is a criminal offence. Anti-Ragging Committee and Squads have been established in the college to check and curb incidences of ragging in the campus. Any cadet who indulges in Ragging shall be severely punished as per the laid down instructions on the subject. Depending upon the nature and gravity of the offence established by the Anti-Ragging Committee of the College, the possible punishments for those found guilty of Ragging shall be any one or any combination of the following:-
(a) Suspension from attending classes and academic privileges.
(b) With holding/withdrawing scholarship/fellowship and other benefits.
(c) Debarring from appearing in any test/ examination or other evaluation process.
(d) With holding results.
(e) Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
(f) Suspension/ expulsion from the hostel.
(g) Cancellation of admission.
(h) Rustication from the institution for period ranging from one to four semesters.
(i) Expulsion from the institution and consequent debarring from admission +to any other institution for a specific period.
(j) Fine of Rs 25,000/- to Rs1 lakh.
(k) Collective Punishment: When the persons committing or abetting the crime of Ragging are not identified, the institution shall resort to collective punishment.
The University Grants Commission (UGC) and Medical Council of India (MCI) have made it mandatory for all admitted students (i.e. Medical cadets) and their parents to submit Anti-Ragging undertaking to the institution at the time of admission. The format of the Anti-Ragging undertaking is as given at Appendix ‘H’ to these instructions. These instructions are subject to revision from time to time.
